There are millions of illegal immigrants in US who are perpetually at the risk of deportation. Obama tried to get them some comfort, and as per his critics aimed for Latino votes, by using his presidential powers to have some of them stay on.
At the same time there are a huge number of legal immigrants through H1B program who have been waiting to get permanent residence through the legal route. Many of them have been in the Country for years with no hope of getting the elusive Green Card since the huge backlog wipes away the chance of converting the Visa based status into permanent residence.
